The People's Government of Panyu District, Guangzhou City Notice on Designating Areas Prohibiting and Restricting Fireworks and Fireerackers in Panyu District

 根据《广州市烟花爆竹安全管理规定》的有关规定，现将本区划定禁止和限制燃放烟花爆竹区域范围通告如下：

In accordance with the relevant provisions of the Guangzhou Fireworks and Firecrackers Safety Management Regulations, the areas within this district that are designated as prohibited or restricted for setting off fireworks and firecrackers are as follows:

一、本区以下区域和地点全年禁止燃放烟花爆竹：

Ⅰ. The following areas and locations in this district are prohibited from setting off fireworks and firecrackers throughout the year:

（一）南村镇、市桥街、沙头街、东环街、桥南街、小谷围街、大石街、洛浦街、石壁街、钟村街、大龙街、沙湾街范围内。

(Ⅰ) Areas within Nancun Town, Shiqiao Sub-district, Shatou Sub-district,Donghuan Sub-district, Qiaonan Sub-district, Xiaoguwei Sub-district, Dashi Sub-district, Luopu Sub-district, Shibi Sub-district, Zhongeun Sub-district, Dalong Sub-district, and Shawan Sub-district.

（二）《广州市烟花爆竹安全管理规定》第八条规定的地点及周边区域：

1．国家机关办公场所。

2．博物馆、展览馆、档案馆、图书馆，文物保护单位、文物保护点、历史文化街区、历史建筑保护范围。

3．易燃易爆物品生产、经营、储存单位和其他重点消防单位。

4．输变电设施安全保护区。

5．医疗机构、幼儿园、中小学校、青少年宫、养老机构、商场、市场等场所。

6．山林、苗圃等重点防火区，饮用水水源一级保护区。

7．车站、码头、机场等交通枢纽，轨道交通以及铁路线路安全保护区，以及过街天桥、立交桥、隧道、机动车停车场等场所。

8．其他具有火灾、爆炸危险的场所和消防安全重点单位。

(Ⅱ) Locations and surrounding areas stipulated in Article 8 of the Guangzhou Fireworksand Firecrackers Safety Management Regulations:

1. Offices of state organs.

2. Museums, exhibition halls, archives, libraries, cultural relics protection units,cultural relics protection sites, historical and cultural districts, and protected areas of historical buildings.

3. Units engaged in the production, operation and storage of flammable and explosive items and other key units of fire safety.

4.Safety protection zones of power transmission and transformation facilities.

S. Medical institutions, kindergartens, primary and secondary schools, youth centers, nursing homes, shopping malls, markets, etc.

6. Mountain forests, nurseries, and other key fire prevention areas, and the primary protection zone of drinking water sources.

7. Stations, docks, airports and other transportation hubs, rail transit, and railroad line safety protection zones, as well as footbridges, overpasses, tunnels,motor vehicle parking lots, and other places.

8. Other places and key units of fire safety with fire and explosion hazards.

（三）住宅小区。

(Ⅲ) Residential areas.

二、石基镇、新造镇、化龙镇、石楼镇范围内为限制燃放区域，允许燃放时间和烟花爆竹级别如下：

（一）燃放时间：除夕，农历正月初一至初七，农历正月十五（元宵节），农历五月初一至初七（端午节前后）。其他时间不得燃放。

（二）燃放级别：允许燃放C、D级烟花爆竹，严禁燃放A、B级烟花爆竹。烟花爆竹级别以《烟花爆竹安全与质量》(GB10631-2013）的规定为准。

II. Areas within Shiqi Town, Xinzao Town, Hualong Town, and Shilou Town are therestricted areas for fireworks andfirecrackers, and the permitted discharge time and fireworks classes are as follows:

(Ⅰ) Discharge time: New Year's Eve, the first to the seventh day of the first month inthe Chinese lunar calendar, the fifteenth day of the first lunar month (Lantern Festival), and the first to the seventh day of the fifth lunar month (around the Dragon Boat Festival). Fireworks and firecrackers are strictly prohibited at other times.

(Ⅱ) Permitted classes of fireworks: Fireworks and firecrackers of Class C and Class D are permitted, while those of Class A and Class B are strictly prohibited. The classification of fireworks is subject to the provisions outlined in Safety and Quality of Fireworks and Firecrackers (GB10631-2013).

三、因重大节日、庆祝、庆典以及其他重要活动，确需举办焰火晚会以及其他大型焰火燃放活动的，主办单位依法按照分级管理规定，向公安机关办理审批手续，在指定的时间、地点燃放。

Ⅲ. For significant festivals, celebrations, ceremonies, and other important activities that require fireworks shows and large-scale fireworks displays, organizers must adhere to graded management regulations. They are required to obtain approval from the public security authorities, and fireworks may only be discharged at the designated times and locations.

四、本通告自印发之日起施行，有效期 2 年。《广州市番禺区人民政府关于划定禁止燃放烟花爆竹区域的通告》（番府规〔2021〕2号）同时废止。

Ⅳ. This notice shall come into force on the date of issuance and is valid for two years. Simultaneously, the Notice on Designating Areas Prohibiting Fireworks and Firecrackers by the People's Government of Panyu District, Guangzhou City (Pan Fu Gui [2023] No. 2) shall be repealed.
