Panyu District People’s Government of Guangzhou Municipality Notice on Designating Forest Fire Prevention Zones

　　为保护森林资源和人民生命财产安全，提高公众森林防火意识，根据《中华人民共和国森林法》《森林防火条例》和《广东省森林防火条例》等法律法规规定，结合我区实际，现就划定森林防火区有关事项通告如下：

　　To protect forest resources, ensure the safety of people’s lives and property, and enhance public awareness of forest fire prevention, in accordance with laws and regulations such as the Forest Law of the People’s Republic of China, Forest Fire Prevention Regulations, and Forest Fire Prevention Regulations of Guangdong Province, and considering the actual situation in Panyu District, we hereby announce the following issues regarding the designation of forest fire prevention zones:

　　一、我区全行政区域内的林地及距离林地边缘30米的范围为森林防火区。森林防火区范围实行全年森林防火。

　　I. All forested areas and the 30-meter buffer zones from the edges of these areas within the administrative boundaries of Panyu District are designated as forest fire prevention zones. Comprehensive forest fire prevention measures shall be in place throughout the year in these zones.

　　二、在森林防火区野外禁止下列行为：

　　II. The following activities are strictly prohibited in the wilderness areas of the forest fire prevention zones:

　　（一）上坟烧纸、烧香点烛等。

　　(1) Burning offerings at graves, such as paper and incense.

　　（二）燃放烟花爆竹、孔明灯等。

　　(2) Igniting fireworks, firecrackers, or sky lanterns.

　　（三）携带易燃易爆物品

　　(3) Carrying flammable or explosive materials.

　　（四）吸烟、野炊、烧烤、烤火取暖。

　　(4) Smoking, picnicking, barbecuing, or starting open fires for warmth.

　　（五）烧黄蜂、熏蛇鼠、烧山狩猎。

　　(5) Burning beehives, using smoke to drive out snakes and voles, or setting fires for hunting.

　　（六）炼山、烧杂、烧灰积肥、烧荒烧炭或者烧田基草、甘蔗叶、稻草、果园草等。

　　(6) Engaging in mountain clearing, waste burning, ash accumulation for fertilization, field burning, or grassland burning, including the burning of Scutellaria barbata, sugarcane leaves, straw, orchard grass, and similar materials.

　　（七）其他容易引起森林火灾的用火行为。

　　(7) Any other fire-related activities that may potentially lead to forest fires.

　　三、每年10月1日至次年4月30日为森林特别防护期。

　　III. The period from October 1 to April 30 of the following year is designated as the special forest protection period.

　　四、森林特别防护期内，本区可以在森林防火区内设立临时性的森林防火检查站。执行检查任务的人员应当佩戴专用标志，对进入防火区的车辆和人员进行森林防火安全检查，对携带的火种、易燃易爆物品及其他可能引起森林火灾的物品，实行集中保管，任何单位和个人不得拒绝、阻碍。

　　IV. During the special forest protection period, temporary forest fire inspection stations may be established in the forest fire prevention zones of the district. Personnel tasked with inspections must wear designated identification badges and conduct thorough forest fire safety checks on vehicles and individuals entering these zones. Any kindling materials, flammable and explosive materials, and any other items that may pose a risk of causing forest fires found during inspections will be subject to centralized storage. No entity or individual may refuse or obstruct these inspections or the centralized storage of such materials.

　　五、每年春节、元宵、清明、中秋、国庆、重阳、冬至等传统节日和森林火险等级为四级以上（含四级）的时段，规定为森林高火险期。

　　V. Traditional festivals, including the Spring Festival, Lantern Festival, Qingming Festival, Mid-Autumn Festival, National Day, Double Ninth Festival, and Winter Solstice, as well as periods when the forest fire risk level is four or higher, are designated as high-risk forest fire periods.

　　六、在森林高火险期内，禁止一切野外用火；对可能引发森林火灾的居民生活用火应当严格管理。

　　VI. During high-risk forest fire periods, all outdoor fires are strictly prohibited. Residents’ household fires, which may potentially trigger forest fires, must be brought under rigorous management.

　　七、违反森林防火管理规定的，将按相关法律、法规规定处理；造成损失的，依法承担民事赔偿责任；构成犯罪的，依法追究刑事责任。

　　VII. Violations of forest fire prevention regulations will be dealt with in accordance with relevant laws and regulations. Those causing losses shall bear civil liability as mandated by the law, and individuals involved in criminal activities will be held criminally accountable in accordance with the law.

　　八、任何单位和个人均有预防森林火灾、报告森林火情的义务。发现森林火灾的，应当立即拨打12119森林火灾报警电话。

　　VIII. It is the duty of every entity and individual to actively prevent forest fires and promptly report any forest fire incidents. If anyone discovers a forest fire, please immediately dial 12119, the forest fire emergency hotline.

　　九、本通告自印发之日起施行，有效期5年。

　　IX. This notice shall take effect from the date of issuance and remain valid for a duration of five years.
