　　番禺区创新城净水厂工程属于《广州市水务发展“十四五” 规划》中的污水工程项目，位于广州国际创新城科创综合组团南  部、广明高速北侧、石碁镇金山村和南村镇南村村内，总占地面  积约5.57公顷，具体以勘测定界范围为准。现就该项工程建设的有关事项通告如下：

　　Innovation City Water Purification Plant Project in Panyu District is a water treatment project in the 14th Five-Year Plan of Guangzhou for Water Development, located in Jinshan Village of Shiqi Town and Nancun Village of Nancun Town, south of Guangzhou International Innovation City Sci-tech Innovation Complex and north of Guangzhou-Gaoming Expressway. It covers a total area of about 5.57 hectares, subject totheboundary survey. The details of the project construction are hereby notified as follows:

　　一、番禺区创新城净水厂是一座城镇地下净水厂，采用集约 化组团式布置，主要水处理构筑物布置在一基坑内，顶层根据 土地利用性质可建设成群众体育公园，与周边融合，为周边居民 提供休闲和锻炼身体的场所。该厂建设规模为10万吨/日，主要 收集广州国际创新城南岸起步区的生活污水，提高区域污水收集 成效及处理能力，解决现状净水厂产能不足的问题，具有极其重要意义。

　　Ⅰ. Innovation City Water Purification Plant in Panyu District is a town underground water purification plant. Based on an intensive-use cluster, this facility has its main water treatment structures arranged in a pit and a top layer that can be built into a sports park for the people according to the nature of land use, which will fit well with the surrounding as a place of leisure and exercise for residents. The plant is built on the scale of processing 100,000 tons of sewage per day, mainly domestic sewage from the start-up area of the south bank of Guangzhou International Innovation City. It serves as an important solution to improve the effectiveness of regional sewage collection and treatment capacity and the insufficient capacity of current plants.

　　二、番禺区创新城净水厂工程建设单位为番禺区水务局。该项工程涉及的用地拆迁补偿工作由番禺区政府组织实施，并由石碁镇政府、南村镇政府依开展用地拆迁补偿的具体工作。

　　Ⅱ. The construction unit of Qiaonan Water Purification Plant in Panyu District is Panyu District Water Affairs Bureau. The land demolition and relocation compensation of the project shall be organized and implemented by the Panyu District People’s Government and the Qiaonan Subdistrict Office shall carry out the specific work of land demolition and relocation compensation in accordance with the law.

　　三、番禺区创新城净水厂工程范围内的单位和个人，应当顾全大局，积极支持和配合工程建设，不得阻挠工程的测量、钻探、施工等工作。

　　Ⅲ. Every individual and entity within the scope of Innovation City Water Purification Plant Project in Panyu District should take the overall situation into consideration, actively support and cooperate with the construction of the project, and not obstruct the measurement, drilling and construction of the project.　

　　四 、自本通告印发之日起，禁止该项工程红线范围内的抢种、抢建等行为。凡属抢种、抢建的，不纳入用地拆迁补偿范围，并须依法承担相应的责任。

　　Ⅳ. Rush-planting and rush-building within the red line of the project are forbidden from the date of this notice. Those who conduct the said acts shall not be included in the land demolition and relocation compensation and must bear the corresponding responsibility according to the law.

　　五、违反本通告，拒绝、阻碍国家机关工作人员依法执行公务的，由公安部门依照《中华人民共和国治安管理处罚法》等法律法规处理，构成犯罪的，依法追究刑事责任。　

　　Ⅴ. Those who violate this notice, refuse, or obstruct the staff of state organs to carry out their official duties in accordance with the law, shall be investigated by the public security departments in accordance with the Public Security Administration Punishment Law of the People’s Republic of China and other laws and regulations. Where a crime is constituted, criminal responsibility is to be pursued in accordance with the law.

　　本通告自印发之日起施行，有效期5年。

　　This notice shall come into effect on the date of issue and shall be valid for five years.
