Please act accordingly and report any problems found in the implementation process directly to the Human Resources and Social Security Bureau of Panyu District.

Rules for the Implementation of “Measures for the Implementation of Guangzhou Talent Green Card System” in Panyu District of Guangzhou
Chapter I General Provisions
Article 1 These Implementation Rules are formulated in accordance with the requirements of Notice of the General Office of the People's Government of Guangzhou Municipality on Issuing Measures for the Implementation of Guangzhou Talent Green Card System(Sui Fu Ban Gui [2023] No. 10, hereinafter referred to as “Municipal Implementation Measures”) and on the basis of the actual conditions of this District.
Article 2 Domestic and foreign outstanding talents who start a business or work in Panyu District of Guangzhou and are not registered permanent residents of Guangzhou may apply for Guangzhou Talent Green Card (A Card or B Card, as appropriate) in accordance with these Implementation Rules.
Chapter II Application Qualifications
Article 3 Any talent who meets the provisions provided for in Article 4 of the Municipal Implementation Measures may apply for Guangzhou Talent Green Card (A Card).
Article 4 Any talent who meets the provisions provided for in Items (i) and (ii) of Article 5 and Article 6 of the Municipal Implementation Measures may apply for Guangzhou Talent Green Card (B Card).
Article 5 Domestic and foreign outstanding talents who start a business or work in Panyu District, have legal residence in Guangzhou and meet one of the following conditions may apply for B Card in accordance with Item (iv), Article 5 of the Municipal Implementation Measures.
(i) Various talents who have received rewards or subsidies as per Guidelines on Actively Implementing the Talent-led Development Strategy to Quickly Turn Panyu District Into a Powerhouse of Talents in the New Era.
(ii) Personnel holding senior management or technical backbone positions in the following entities:
1. Owner entities of industrial construction projects that are selected as annual key construction projects of Panyu District in the current year;
2. Top 50 industrial enterprises of this District in the previous year; Top 50 enterprises of this District in the commercial service industry in the previous year (including those in wholesale, retail, accommodation, catering, leasing and business service industries); Top 40 enterprises of this District in the Internet and related service industries, software and information technology service industries in the previous year;
3. Top 20 enterprises of this District in terms of attracting foreign investment in the previous year;
The list of the abovementioned three types of entities and talents will be determined through research by the District Bureau of Development and Reform, the District Bureau of Science, Industry, Commerce and Information Technology and the District Bureau of Investment Promotion respectively.
(iii) Talents who meet the needs of the economic and social development of this District, as recognized by the District Management Committee and District People's Government.
Chapter III Application Procedures
Article 6 The application for a talent green card adopts whole-process online handling procedures. Talents who meet the application qualifications herein may apply for A Card or B Card according to the following procedures:
(i) Application. The applicant may log in the Guangzhou Talent Green Card Management System or Suihaoban APP and apply according to the relevant procedure guidelines.
(ii) Verification. The District Bureau of Human Resources and Social Security will complete the verification within 5 working days from the date of receiving the application materials.
(iii) Making the green card. Where it is determined that the applicant meets the conditions, the Municipal Public Security Bureau as specified in Article 10 of the Municipal Implementation Measures shall complete the card making within 5 working days, and deliver the cards made to the card issuance facility designated by the District Bureau of Human Resources and Social Security within 3 working days.
(iv) Issuance of green card. After completing the making of the talent green card, the applicant may choose to get the card on site at the designated issuance facility or by mail with freight to be collected at destination, and the District Bureau of Human Resources and Social Security will simultaneously issue the electronic certificate.
Chapter IV Supplementary Provisions
Article 7 The preferential treatment that a cardholder is entitled to, the validity period of the card, the extension or renewal of the validity period upon expiration and the conversion of B Card to A Card shall be subject to the provisions of the Municipal Implementation Measures.
Article 8 These Implementation Rules shall come into force on the date of issuance and shall be valid until June 14, 2028. The Notice of Human Resources and Social Security Bureau of Panyu District of Guangzhou on Issuing Implementation Measures for Authority in Reviewing the Guangzhou Talent Green Card in Panyu District (Pan Ren She Gui [2020] No. 1) shall be abolished accordingly. Any person who has obtained a talent green card is entitled to relevant preferential treatment in accordance with the Municipal Implementation Measures during the validity period of the card. In case of otherwise provisions in the policies and regulations issued by the State, Guangdong Province or Guangzhou Municipality, such provisions shall prevail.
